Get New Name, The Geneva Lake Area Joint Transit Commission (GLAJTC) has a new name-the Geneva Lake Area Transportation Commission. Although the difference appears to be minor, the name change gives the commission a new scope. Under its new charter, Luepkes Dies In Lakeland: Rites Dec. 23 Richard H. Leupkes, 65, 1225 Pleasant Street, died Tuesday, Dec.

20, at Lakeland Nursing Home where he had been a resident for several years. He was born May 2, 1912, in Harvard, the son of Herman and Grace Leupkes. He married Mildred Yanke Oct. 6, 1934, in Woodstock, Ill. He married Hilda McKinney Nov.

14, 1966, in Elkhorn. Luepkes was a resident of Lake Geneva for the past 45 years. He worked at A- merican Motors Corporation Kenosha, for 17 years. Surviving are his wife; his father, Oregon, four daughters, Mrs. Raymond Fish and Jeannie Luepkes, both of Lake Genevd, Mrs.

Marsha Forcier and Mrs. Janie Beck, both of Los Angeles, a stepdaughter, Mrs. Merlin Johnson, Lyons; two sons, William, Rolling Meadows; Ill and Clyde, Salem; two stepsons, Clark McKinney, Lake Geneva and Raymond Avery, Milwaukee; 12 grandchildren; six stepgrandchildren and a sister. Final rites were held Friday, Dec. 23 at Steinke Funeral Home, with Rev.

Charter which still must be approved by the member municipalities (the cities of Lake Geneva, Whitewater and East Troy, the villages of Williams Bay and Fontana and Linn and Bloomfield Townships), the commission may. now contain municipalities from Wisconsin, Illinois and Michigan.

Under the old charter, membership was limited to municipalities from the first two states. In addition, its rolling stock, such as buses, railroad cars, may operate across the country, whereas under the old charter the limit was 30 miles. Another major difference is that, a as a transportation commission rather than a joint transit commission, it may have elected officials appointed to it. The purpose of the commission, according to the new charter, is "to provide, preserve, promote, protect, plan, assist, finance, acquire, construct, operate, maintain and enhance existing and future transportation systems in Wisconsin, Michigan and Illinois, including but not limited to the existing Chicago and Northwestern Transportation Company's rail line from Lake Geneva to Chicago, the Municipality of East Troy Railroad; the Chicago, Milwaukee, St. Paul and Pacific Railway Company's rail line from the village of Walworth to Chicago and from the city of Waukesha to Milton and transportation services from Walworth County to Beloit, Janesville and The charter also calls for the commission "to establish and maintain effective coordinated public transportation services for the benefit of the member municipalities." One section of the charter requires the commission to pay any claims filed by hired legal counsel.

At present the commission owes approximately $12,000 in fees to a Milwaukee legal firm. Regarding taxation, the charter states that the commission may, "with the approval of the governing bodies of the member municipalities, levy any taxes as may be authorized1 by law, provided no levy shall be effective until approved by the board at two successive meetings at least 30 days apart."
